On September 14, 2016, the China Minmetals Corporation seminar on international seabed contract area management was held at Changsha Research Institute of Mining and Metallurgy (CRIMM). More than 40 people attended, including researcher Jin Jiancai, former secretary-general of COMRA; researcher Li Yuwei of the Consulting and Research Center of the Ministry of Land and Resources; and leaders, experts and core technical personnel from the Guangzhou Marine Geological Survey, the Second Institute of Oceanography, the Institute of Deep-sea Science and Engineering of the Chinese Academy of Sciences in Sanya, Shanghai Minghe Shipping Co., Ltd., the group corporation’s finance headquarters, the MCC science and technology management department, Changsha Research Institute of Mining and Metallurgy, the Changsha Institute of Mining Research and other organizations. The meeting was chaired by director Liu Ningwu of the group corporation’s Science and Technology Management Department.
At the meeting, researcher Jin Jiancai gave an up-to-date interpretation of the regulations relating to international contract areas, and researcher Li Yuwei gave a technical report on resource development in international seabed contract areas. In addition, deputy chief engineer He Gaowen of the Guangzhou Marine Geological Survey, division director Zhu Yongling of the Second Institute of Oceanography, director Yang Ning of the Institute of Deep-sea Science and Engineering of the Chinese Academy of Sciences in Sanya, and chairman Lu Yunjun of Shanghai Minghe Shipping Co., Ltd. presented, respectively, their organizations’ technical and service strengths and work progress with respect to international seabed contract areas, and the issues requiring attention and emphasis in contract-area exploration cruise management, financial management and diplomatic affairs.
The meeting also discussed the draft “China Minmetals Corporation Measures for the Administration of International Seabed Contract Areas” and the plan for international cooperation with IOM (the Interoceanmetal Joint Organization). From the perspective of their own practical operations, the participating experts put forward valuable suggestions and comments on the task management, funding management and results management covered in the Measures, of important reference value for the standardized management of the group corporation’s international seabed contract areas and for the issuance of the Measures. The participating experts also held in-depth discussions of the plan for international cooperation with IOM and offered constructive comments.
In his concluding remarks, director Liu Ningwu thanked the leaders and experts of the participating organizations for the support and help they have long given to China Minmetals’ marine mineral resources development work, and for their valuable comments and suggestions on China Minmetals’ future fulfillment of its international seabed contract-area exploration contract. After the meeting, the group corporation’s Science and Technology Management Department will further revise and improve the administrative measures in light of the participating leaders’ and experts’ comments and suggestions, providing an institutional safeguard for China Minmetals to complete its contract-area exploration tasks.
